The Sindh government has launched a real-time digital birth registration system in major public teaching hospitals across the province, marking a significant step toward modernizing civil registration services.
The initiative has been rolled out at Liaquat University of Medical & Health Sciences (LUMHS) in Hyderabad and Ghulam Muhammad Mahar Medical College Hospital in Sukkur, where the births of four newborns were immediately registered using NADRA’s Birth Notification Tool (BNT).
Officials described the development as the first practical milestone under Sindh’s reformed Civil Registration and Vital Statistics (CRVS) framework, aimed at delivering integrated, technology-driven public services.
The pilot project, launched in July 2025 with technical support from United Nations Population Fund (UNFPA), reflects the government’s commitment to ensuring every child receives a legal identity at birth while strengthening governance and service delivery through digital transformation.
The real-time digital registration system is being implemented under a tripartite agreement between the Sindh Health Department, National Database and Registration Authority (NADRA), and the Local Government & Housing Town Planning Department.
By integrating civil registration with healthcare facilities, the system enables instant, secure, and paperless birth registration at the point of birth. Authorities said the digital mechanism reduces delays, minimizes manual errors, enhances transparency, and ensures accurate data collection for planning and policy-making.
The reform process is being supervised by the CRVS Task Force, headed by the Sindh chief secretary, under the vision of Bilawal Bhutto Zardari and directives of Chief Minister Murad Ali Shah.
During the pilot phase, staff from 36 public healthcare centers in Hyderabad and Matiari districts were trained to operate the new digital system, paving the way for province-wide expansion in the coming months.
